Covered California Income Guidelines
The left most '94%' column exists for persons who make between 100% and 138% of FPL but for some reason don't qualify for Medi-Cal. Everyone who makes less than 100% of FPL qualifies for Medi-Cal. Income guidelines change February 2015.

2014 Federal Poverty Guidelines
Federal Poverty Level is the set minimum amount of gross household income that a family needs for food, clothing, transportation, shelter, and other necessities. Household income is evidenced by last year's tax return.
The official Federal Poverty Level Guidelines are released each January and based on the "Federal Poverty Threshold" data for the previous year. The FPL guidelines will be updated yearly.

To qualify for Premium Assistance Tax Credits on the Covered California Insurance Exchange, you will need a household income of less than 400% of Federal Poverty Level.
